To seize the opportunities presented by the customs clearance operations of the Hainan Free Trade Port, fully leverage Shenzhen's semiconductor industry resources, and establish a cross-regional industrial collaboration channel under the model of "Shenzhen R&D + Hainan Global Expansion," on August 14,2026, Chen Weiqing, Deputy Secretary of the Party Committee for New-type Organizations and Chairman of the Association for Science and Technology in the Haikou National High-tech Zone, led a foreign investment promotion delegation to Shenzhen Luhua Technology Co., Ltd. to conduct business matchmaking and negotiations; the company's management team attended the event to participate in a thematic symposium. This symposium focused closely on the core objective of targeted investment promotion, conducting in-depth discussions on three key topics: the current operational and development status of enterprises, Hainan Free Trade Port's unique and differentiated industrial policies, and pathways for the synergistic implementation of the Shenzhen–Hainan semiconductor industry chain; it specifically explored an innovative collaborative model of "Shenzhen R&D & Manufacturing + Hainan Free Trade Port Overseas Distribution," leveraging the complementary industrial advantages of both regions to foster bidirectional empowerment and coordinated upgrading of the electronic information and semiconductor industries.

Since establishing its presence in Shenzhen in 1997, the company has dedicated 29 years to the field of integrated circuit design, positioning itself as a long-standing local chip design firm that has consistently accompanied the evolution of China's semiconductor industry. The company remains committed to a business-oriented approach, continuously reinvesting its operating profits into technological innovation; its main product lines include audio ICs, touch ICs, MCUs, power management ICs, and customized specialized ICs. Multiple product lines rank among the top performers in the domestic industry, with several audio ICs achieving key domestic substitution; the company's products cover a wide range of application scenarios, including consumer electronics, automotive components, security equipment, and industrial control systems.
To precisely address the core needs of semiconductor enterprises—such as cost reduction, global expansion, talent recruitment, and production capacity expansion—the Haikou High-tech Zone delegation conducted a comprehensive outreach visit to enterprises, presenting an overview of the zone's investment environment and providing a systematic interpretation of the unique differentiated policy benefits and full-chain industrial support system offered by the Hainan Free Trade Port. As the core cluster zone for high-tech industries within the Hainan Free Trade Port and the only national-level high-tech zone in Hainan Province, the zone continues to refine its ecosystem for the semiconductor and electronic information industries, fostering an advanced manufacturing cluster that integrates intelligent equipment, new energy manufacturing, and high-end electronics. Furthermore, the zone provides specialized industrial support funds, a comprehensive government service system covering all stages of the process, and cross-border financial channels to offer enterprises full-cycle implementation support and guarantees. The industrial park currently boasts 700,000 square meters of standardized factory facilities and ample industrial land use; complemented by provincial, municipal, and district-level industrial funds each valued at RMB 100 billion, it offers comprehensive living amenities including education, healthcare, and talent apartments. Leveraging its status as a national low-carbon industrial park, the park helps enterprises navigate overseas green trade barriers. For the integrated circuit industry, the park is set to introduce specialized support policies under which enterprises can apply for subsidies ranging up to RMB 1 million for newly incurred R&D expenditures; additionally, five distinct cooperation initiative pathways have been launched: jointly establishing chip module and packaging/testing production bases; setting up dedicated chip R&D centers; building a cross-border capital management center; creating an overseas industrial investment and M&A platform; and establishing a compliant equity incentive service platform. Meanwhile, the High-tech Zone has planned to establish an enclave maker hub in Shenzhen, thereby creating an integrated industrial linkage pathway that enables "Shenzhen-based R&D, Haikou-based implementation, and global expansion," precisely addressing the overseas expansion needs of semiconductor enterprises based in Shenzhen.
Luhua Technology highly recognizes Hainan Free Trade Port's legislative framework, which provides a long-term stable and unique differentiated policy system; these relevant policies can precisely address key development challenges faced by enterprises, such as cost control, high-end talent recruitment, and expansion into the Southeast Asian market. Both government and enterprise stakeholders have conducted an in-depth analysis of the complementary industrial advantages between the two regions: Shenzhen possesses mature and comprehensive resources across the semiconductor R&D and design industry chain, while Hainan, leveraging its distinctive free trade port policies, enjoys unique advantages in exporting to ASEAN, cross-border fund settlement, and overseas investment deployment; such cross-regional collaboration can effectively overcome major bottlenecks hindering the development of the semiconductor industry, including overseas expansion, tax burden management, and talent acquisition and cultivation.
This visit represents a crucial step in the Haikou National High-tech Zone's efforts to further advance industrial linkage between Shenzhen and Hainan and to carry out targeted investment promotion for the semiconductor industry. Following the "Investing in High-Tech · Connecting with the Global Market" special investment promotion event for the semiconductor and electronic information industries held in Shenzhen on July 2, the zone has proactively engaged directly with leading chip enterprises in Shenzhen to identify precise opportunities for industrial collaboration. The Haikou National High-tech Zone has invited corporate management teams from these enterprises to Haikou for on-site visits to industrial facilities and to assess the local business environment. Both parties have unanimously agreed that this exchange will serve as an opportunity to continue deepening communication and coordination, jointly explore new models of cross-regional industrial collaboration, and support the complementary development of the electronic information and intelligent manufacturing industries between the two regions.
